Ed Kutler
Managing Director

Ed Kutler is a Managing Director at Mercury/Clark & Weinstock. He is a leading government affairs strategist, with experience managing integrated issue campaigns, conducting research, and developing and implementing national public policy.

Mr. Kutler advises clients on a broad portfolio of issues including healthcare, financial services, technology, trade, and foreign affairs. He has represented major corporations and national entities, such as the American Institute of CPAs; multi-state health insurers; eBay; the Federation of American Hospitals; Microsoft; Guidant (now merged with Boston Scientific); Instinet; J.P. Morgan; Sallie Mae; Leading Age (the trade association for the nonprofit nursing home industry), and the United Arab Emirates.

Mr. Kutler was previously a senior advisor to the Speaker of the House of Representatives, Newt Gingrich. Mr. Kutler was responsible for coordinating the activities of the Congressional committees and leadership offices on a wide range of issues including healthcare, trade, energy, environmental and resources policies, and taxes. As one of the Speaker's closest aides, Mr. Kutler worked with the White House, U.S. Senate leadership, committee chairmen, and governors to conceive, craft, and enact significant national legislation (directing the task force, for example, that led to the development and passage of multiple budget bills, and playing an active role on House passage of major trade legislation, including NAFTA and the WTO). From 1994 through 1997, Mr. Kutler ran a Leadership task force of the Ways and Means, Energy and Commerce and Education and Labor Committees to develop legislation on patient protections and Medicare and Medicaid reforms.

Prior to his service in the House Republican Leadership, Mr. Kutler was executive director of the House Wednesday Group, a legislative service organization. The group conducted research and developed legislation on a variety of issues, including welfare reform, Medicaid, trade, infrastructure, and foreign direct investment in the United Sates. Mr. Kutler also served as a consultant to the Federal Trade Commission and as a senior research associate and assistant director of the Center for the Study of Energy and Environmental Policies at the American Enterprise Institute.

Mr. Kutler holds a Master of Arts degree in political science from Columbia University, where he graduated cum laude from Columbia College and was the recipient of the President's Fellowship. He has completed his academic studies and examinations for a doctoral degree in political science from the University of Michigan, where he received both an Earhart Foundation and a Rackham fellowship.
